New leadership at Zemo Partnership as Claire Haigh steps down
Zemo Partnership has appointed Jonathan Murray as acting managing director as Claire Haigh steps down.

Jonathan Murray assumes the role of acting MD of Zemo Partnership from 31 March
Murray, who is Zemo’s director of finance, operations and business development, will formally assume the role from 31 March, drawing on his near 20 years of experience in senior positions at Zemo, formerly the Low Carbon Vehicle Partnership.
Prior to that he worked on transport/environment projects, including as director of transport at the Energy Saving Trust.
Murray currently leads Zemo’s work for the Welsh government on decarbonising commercial vehicles in Wales, which will conclude its first phase with announcements next week.
His work at Zemo also includes leading the Electric Vehicle Energy Taskforce (2019-23), engaging a wide range of cross-sectoral stakeholder organisations.
In the last year, Zemo has also published the Delivery Roadmap for Net Zero Transport\, overseen by the Council for Net Zero Transport, chaired by Lord Deben, the former chair of the Climate Change Committee.
Murray said: “I am excited to take on this role at a critical time in the transition to decarbonised transport in the UK. We are well on the way to achieving our goals, though there are still challenges ahead both in policy and in delivery… but if we get this right, the opportunities to create benefits for both our economy and our environment are huge.”
Claire Haigh is stepping down to take up an opportunity with the University of St Andrews Centre for Energy Ethics, which is putting on a major exhibition of her work, entitled the Tabula Project. Her related report, The Art of Seeing, applies key insights from the project to the problem of tackling climate change. Haigh will focus on this project for the rest of 2025 but will remain an associate of Zemo Partnership.
Haigh’s tenure has also seen Zemo’s Renewable Fuels Assurance Scheme – said to fill a vital gap in the UK’s transport decarbonisation landscape – go from strength-to-strength, as well as the introduction of the Sustainable Racing Fuel Assurance Scheme.
Haigh said: “I am passionate about tackling climate change and am truly delighted to have been given the opportunity to complete the Tabula Project, which seeks to find new ways to address some of our most intractable problems.
“Transport and the environment will remain a key focus for me and I am heartened that, as I stand down as MD of Zemo, I leave the partnership in the safe hands of Jonathan Murray, with whom I have worked very closely for many years.”
