A new vehicle rental framework has launched to help the public sector harness new technology and meet carbon-zero targets through adopting EVs and car club solutions.

The latest TPPL rental framework includes two new lots aimed at providing public bodies with flexible long-term rental solutions and car club and pool car schemes.oe

Intended to help fleets make the switch from petrol and diesel vehicles and from using the ‘grey fleet’, it’s been developed by The Procurement Partnership Limited (TPPL) in partnership with Commercial Services Kent Limited (CSKL) and includes 41 vehicle rental companies.

Running for the next four years, the new framework expands the previous one which covered the rental of Passenger Cars, LCVs, MCVs, Welfare Accessible Buses and Coaches, Sweepers and Heavy Goods Vehicles up to 44 tonnes.

The latest solution includes these in the first three lots but also features two further lots aimed at providing public bodies with flexible long-term rental solutions and car club and pool car schemes.

This has been done to enable better adoption of EVs for organisations not quite yet ready, with car clubs and pool car schemes offering improved vehicle utilisation and carbon footprint output from organisations operating grey fleet vehicles and ageing pool car fleets.

The provision of the new lot for flexible long-term rental solution also supports the Government’s ‘Road to Zero’ strategy by enabling public sector fleets to transition to electric vehicles at their own pace without entering long-term fixed contracts, whilst managing existing fleet demands or financial challenges they may face.

Meanwhile, the new lot for car clubs and pool car schemes, including travel management and smart mobility solutions, will help buyers reduce unnecessary journeys and cut costs, in particular compared to traditional ‘grey fleet’ administration.
